Port Arthur LNG is a liquefied natural gas (LNG) project currently under construction in Jefferson County, Texas. Developed by Sempra Infrastructure, Phase 1 of the project began construction in March 2023 as a joint venture with ConocoPhillips. The facility is being built with direct access to the Gulf Coast via the Sabine-Neches ship channel. Construction, managed by Bechtel Energy Inc., includes two natural gas liquefaction trains and three LNG storage tanks, with the first two trains expected to become operational in 2027 and 2028, respectively. Phase 1 has secured long-term offtake agreements with partners including ConocoPhillips, RWE, and Engie.

Looking ahead, Port Arthur LNG announced a final investment decision for Phase 2 of the project in September 2025. This phase is a joint venture between Sempra Infrastructure and an investor consortium that includes Blackstone Credit & Insurance, KKR, and Apollo-managed funds. Phase 2 will add two more liquefaction trains, with expected commercial operation dates in 2030 and 2031.
